　　铁矿石的暴利时代过去了，国际谈判机制有望回归。在近日召开的“中国钢铁产业链战略发展与投资峰会”上传递出这样的信息。

　　而支持这个信息的现实是，截至今年10月15日，我国铁矿石压港量已经达到8900万吨，如今已经突破9000万吨的高位，创下历史纪录。与此同时，呼吸阀、铁矿石的价格跟钢材价格一样上演着“冰火两重天”，今年前9个月，进口铁矿石平均到岸价141美元/吨，比上年同期上涨七成。不过，从9月开始形势急转而下，10月更是狂落。

　　金融危机带来分界点

　　“铁矿石和海运市场将告别暴利时代。”中国冶金矿山企业协会会长邹健指出，尽管受国际垄断因素影响，铁矿行业仍有较好的赢利空间，但从今年年底开始，铁矿石将进入价格相对稳定的时期，不会再像前几年那样大起大落。

　　中钢协常务副会长罗冰生指出，当前进口铁矿石发生了四大变化：一是进口铁矿石的到岸价明显下降，目前已降至80美元/吨左右，比8月份的综合平均到岸价整体下降20%以上;二是现货矿的价位低于长协矿，这是几年来首次出现这种情况。以往现货矿的价位比长协矿要高出不少，现在印度现货矿的价位已经低于巴西长协矿，并且安全阀这种态势仍在继续;三是国产矿价格由高于进口矿变为低于进口矿;四是铁矿石海运费大幅度降低，11月6日，巴西至中国港口海运费降至9.85美元/吨，而澳大利亚至中国降至4.59美元/吨，并且还在继续下降。

　　自2004年以来，必和必拓、力拓和淡水河谷三大矿业巨头操控着国际铁矿石价格连续暴涨。今年更是变本加厉，澳矿大亨利用强势地位破坏谈判规则，打破了沿袭几十年的国际铁矿石谈判惯例，让中国钢企饱受成本压力，甚至不堪重负。不过，突如其来的金融危机、今年下半年中国钢价的大幅回落以及海运费的暴跌可能带来一个分界点。

　　中国重获谈判话语权

　　“2009年铁矿石价格谈判已经启动，必和必拓已经和中钢协进行了接触。”中钢协秘书长单尚华在会上透露。

　　这是一个积极的信号。阻火呼吸器钢铁研究机构MYSTEEL资深专家徐向春指出，目前铁矿石的国际供求关系发生了“逆转”，海运费便是一个风向标，现在的铁矿石国际海运费已经降到了2002年的水平，仅是今年最高峰时价格的1/10。矿商们以海运费为借口哄抬铁矿石价格的企图率先落空。而供求关系则在朝着对中方有利的方向发展：中国的钢厂在大幅减产过冬，国内矿每年产量在增加，况且囤积以及库存的铁矿石已经够多了。“以往是供不应求，卖方在谈判中非常强势，所以他们可以狮子大开口，现在是个机会，中钢协以及宝钢应该借助这个时机来巩固并完善谈判机制。”

　　徐向春指出，以往的谈判规则是由日本和欧洲钢企同矿商们约定俗成的，而中国钢企对谈判话语权的争夺在过去几年异常艰难。既然矿商抛出重回谈判桌的橄榄枝，那么现在是个修订谈判规则的机会，中国钢企可以也应该体现“铁矿石第一进口大国”的商业意志，包括如何维护谈判机制以及一旦出现谈崩局面该如何收场等。

　　矿商们已经发出减产的消息。其中淡水河谷减产10%左右，而力拓正在评估其资本支出，可能调整铁矿石生产计划。
